The partially printed document, with the printed heading of thr Foreign Affairs Ministry, completed in manuscript, states that in virtue of a law passed on 29th September 1796 a fund of one million and five hundred thousand francs has been made available to the Ministry of Foreign Affairs for its expenses, and by virtue of a decision made by the executive board the sum of fifty thousand francs has been ordered to be payed, stating `Les Commissaires de la Trésorerie Générale feront payer au Citoyen Henry Clarke général de Division... la somme de cinquante mille francs pour être employées aux dépenses relatives à la mission dont il est chargé par le Directoire Exécutif´ (Translation: "The Commissioners of the General Treasury will pay Citizen Henry Clarke, Divisional General, the sum of fifty thousand francs to be used for expenses related to the mission entrusted to him by the Executive Directory.")
