The printed document is an extract from the minutes of the State Secretariat and is signed by Talleyrand at the base, in his capacity as Vice-Grand-Elector. The document refers to the organization of the convening of the canton assembly, stating in part `Monsieur le Président, nous jugeons convenable de convoquer pour le 11eme jour du mois d´octobre 1812, l´assemblée de canton à la présidence de laquelle nous vous avons appelé. En conséquence, nous vous mandons par cette lettre, que vous ayez à exécuter les dispositions des actes des Constitutions de l´Empire et Décrets relatifs à la dite convocation...´ (Translation: "Mr. President, we deem it appropriate to convene the canton assembly on the 11th day of October 1812, to which we have appointed you as president. Consequently, we hereby order you to execute the provisions of the Constitutions of the Empire and the Decrees relating to the said convocation...")
